Project activities
One of the objectives set out in our Articles of Association is to promote international relations and Hungary’s integration into the European Union. Since 2002, we have participated in EU-funded projects, working together with our international partners to implement project activities effectively. Based on our many years of project management experience, we take on various roles during implementation and contribute as project coordinator, work package leader, or project partner.
Our projects primarily focus on topics related to Danube navigation and disaster management; however, together with some of our strategic partners, we have also implemented projects in law enforcement or logistics.
When implementing EU projects with international partners, we provide comprehensive project management, from developing the full proposal and carrying out implementation—from the initial idea all the way to closure and evaluation. In addition, we perform project communication tasks, prepare professional studies, and carry out technical coordination, development, and operational activities.
Our projects are primarily financed by European Union and state funding sources. Within EU programmes, we have long-standing experience ranging from transport infrastructure programmes (TEN-T, CEF), through Interreg transnational and bilateral cooperation programmes, to research and innovation programmes (FP5-6-7, H2020).
Within our association, project management activities include the following core and related tasks:
- professional coordination and project monitoring,
- project management and administration in line with EU funding rules,
- international cooperation and partnerships,
- financial management, monitoring, and reporting in accordance with EU requirements,
- project communication and dissemination in line with EU requirements,
- professional project activities (e.g., preparing studies and analyses, organizing promotional campaigns),
- complex organization and delivery of international conferences and meetings related to the project.

BORDERLINK aims to make a significant contribution to the objectives of the CCEI as well as to the planned reform of the customs union. BORDERLINK will improve the capabilities and performance of customs authorities at EU borders by promoting the detection and identification of threat materials and improving training, communication and data sharing. It contributes to the strengthening of supply chain control and the promotion of the green customs initiative.
10 countries are involved in the project, including Switzerland, Hungary, Greece, Lithuania, Ireland, Great Britain, the Netherlands, Austria, Belgium and Norway.

Project description:
Based on the results of the RIS COMEX project (2016-2022), during which, among other things, the common European river information service platform called EuRIS was implemented, which offers waterway, infrastructure, traffic and transport data from 13 European countries to all inland waterway transport users as a single access point for COMEX 2 will continue, expand and optimize the services and data provided in order to increase and optimize the benefits for users, society and the environment. To this end, a key focus is on functionality and geographic expansion, as well as direct integration with existing inboard and onboard systems based on the needs and requirements of stakeholders, which include ship operators, skippers, logistics users and authorities.
In addition to EuRIS, a common electronic reporting system called CEERIS has been created with the participation of 8 European countries in order to help reduce administrative barriers and reporting burdens. COMEX 2 focuses on the expansion and optimization of CEERIS, including the connection between CEERIS and other existing systems, in order to facilitate single reporting for all European inland waterway transport.
COMEX 2 will closely follow the DTLF and eFTI initiatives and take appropriate measures to promote the multimodal integration of systems, services and data exchange.
Other pillars of COMEX 2 are stakeholder management, services to increase the safety of navigation, measures to promote the digitization of inland waterway transport, resilient and stable frameworks for the sustainable operation of European RIS systems, and other national and international priorities to optimize the RIS spectrum and benefits achieved.
COMEX 2 will significantly contribute to increasing the efficiency of inland waterway transport and to the adjustment of the balance, which will bring significant environmental and economic benefits.

Project description:
The ACCESSMILE project helps to solve the poor last-mile accessibility of rural and peripheral areas to the main TEN-T freight hubs. This challenge particularly affects shippers from Italy, Slovenia, Croatia, Austria, Hungary, Germany and Poland.
In fact, they are affected by multimodal transport inefficiencies, lower economic growth, and higher transport-related air pollution and greenhouse gas emissions compared to regional centers.
To change this, cooperation is central, as the questions to be answered are common and cover operational topics that cannot be addressed locally due to the global nature of traffic flows.
This is why cooperation between carriers representing key players in the logistics chain, each of which contributes to the overall efficiency of multimodal connectivity, is essential to improve the last-mile accessibility of rural and peripheral areas to the main TEN-T hubs and to strengthen territorial cohesion.
To this end, we focus on digitization, the development of medium- and long-term planning tools, and the testing of IT tools in our areas, enabling the establishment of common standards.
We begin by comparing the current state of our regions with available best practices, then create strategy and action plans for the following three IT topics:
traffic flow optimization,
gates,
cargo packaging.
We then jointly test them in result-oriented experimental activities (pilot actions) at different locations, compare our results, draw related lessons and find solutions, so that the results can be replicated in other regions.
As a result, transport stakeholders will experience a concrete improvement in the efficiency of last-mile connectivity to rural and peripheral areas already during the project's duration.
In the three years of the project, we expect to establish a joint cooperation and development path in order to improve the last-mile connections of the rural and peripheral regions of Central Europe with the TEN-T in the medium and long term and to strengthen territorial cohesion.

Project description:
The purpose of PLOTO is to create an integrated planning platform that can be applied primarily to inland waterway (IWW) transport infrastructures using existing tools and services as well as emerging ones.
The assumption is that existing solutions, as well as nature-based solutions and other tools and measures, can reduce climate change-related risks and improve inland water resilience, while protecting biodiversity and other environmental parameters.
The purpose of the PLOTO platform is to understand multi-hazard risks, intelligent prevention and preparedness, and faster, adapted and effective response. Our proposed new integrated system to support operational and strategic adaptation and mitigation measures aims to increase the resilience of inland water by better processing the effects of climate change (including extreme events) and more effective recovery from them.
The introduced technical, social and institutional measures are first simulated by our system (digital twin), then installed and demonstrated so that they can be evaluated against the economic and other indicators defined in the project.

The main objective of the IWETT project is to increase the safety and efficiency of inland waterway navigation by providing more reliable and accurate vessel position data through the use of the European EGNOS correction satellite system.
The inland waterway DGNSS system will be developed using the European EGNOS correction satellite data in three countries: Hungary (Danube), Germany (Spree-Oder), and Spain (Guadalquivir).
In addition, the concept of an onboard inland waterway navigation system will also be developed and tested to enhance transport safety.
The project is coordinated by the National Association of Radio Distress Signalling and Infocommunications (RSOE), with project partners including the German Federal Waterways and Shipping Administration, Alberding GmbH, and the Port Authority of Seville, Spain. Observer partners are the Spanish national port authority Puertos del Estado and the French organization CEREMA.
The project runs from October 2022 to September 2024 and is supported by the European Union’s agency EUSPA.

Project description:
The Central European transport sector continues to be characterized by challenges that hinder its competitiveness. Fragmentation of the institutional framework between ports / intermodal logistics hubs and public institutions, insufficient coordination between freight carriers and logistics hubs all negatively affect the transport costs, time and reliability of multimodal transport. Road transport is the most commonly used mode of transport, connecting each port to land destinations, which increases greenhouse gas emissions.
The goal of the COMODALCE project is to increase cooperation and coordination between the parties involved in multimodal transport in Central Europe by using innovative information and communication systems. The project brings together the most important ports and railway terminals generating multimodal transport processes, as well as the operators.
The partners analyze the current situation, the best practices of the region and the EU. This analysis will result in strategies to facilitate coordinated multimodal transport through ICT. Strategies are tested in pilot activities that significantly improve the efficiency and competitiveness of the transnational multimodal transport sector by optimizing its transport costs, time and reliability. The strategy and pilot projects contribute to the further transition from road to rail and to the improvement of the overall logistics chain, leading to practical, tangible and end-user-oriented results.

Project description:
The aim of the project is to support the operators and partners of the Danube ships in the ecological and economic modernization of the inland shipping sector, as well as to define and further develop the necessary transitional measures. Thanks to the new regulations, targeted activities increase the awareness of Danube fleet operators and the sector. Advanced technologies reduce air pollution and energy consumption of inland vessels, and (thanks to digitalization) improve transport/transportation and logistics management processes. On the other hand, GRENDEL supports ministries and authorities in the development of state support systems, which systems are based on the investments of major Danube inland navigation operators.
The general goal of the GRENDEL project is to improve the environmental and economic performance of the Danube fleet. It also aims to increase the acceptance and use of inland waterway transport as a more environmentally friendly form of public transport among the population, thereby contributing to economic growth and the development of a more sustainable transport system in the Danube region. GRENDEL deals with various aspects of fleet modernization: use of low-carbon and alternative fuels, reduction of air pollutant emissions (CO2, NOx, PM) and total energy consumption. In addition, it directs/manages the transport/transportation and logistics management processes in such a way that the Danube IWT can be better integrated into the logistics chains with the help of new services (River Information Services) and digital data services, as well as with tools aimed at improving the efficiency of fleet operations.
Background of the project:
The GRENDEL project is co-financed by the European Union Funds (ERDF, IPA) within the framework of the Danube Transnational Program for 30 months (June 2018-November 2018). The project is implemented by a transnational consortium consisting of 13 co-financed organizations and 11 associated strategic partners (transport ministries, ship operators and their associations, authorities), from 7 Danube countries. The total budget of the project: EUR 1,824,999.20, of which the ERDF contribution is EUR 1,481,137.5 and the IPA contribution is EUR 70,112.25.

Increasing the efficiency and modernization of port management processes.
The central information system records all automatic and manual data entry, such as the planned and current entry of various water and land transport vehicles (ships, trucks and railways) into the port, as well as the goods traffic data (unloading and loading). The central system aggregates and processes the data and serves users in the form of appropriate notifications and requests based on authorization levels. While it informs freight vehicles of their exact loading location within the port, the freight forwarder helps the freight forwarder track the goods and provides the ministry with general port statistics.
